    "Responsible dog owners would not like all the dogs that are running around San Manuel. It makes it hard to walk your own dog because of the packs of dogs running wild in the streets. And they are usually bigger dogs and pit bulls. Animal Control won’t pick them up unless they have bitten more than one person or animal. "
